Of the World Draughts-64 Championship 2015 among men and women

1. Competitions management.

1.1. General management of the World Draughts-64 Championship 2015 among men and women is carried out by the International Draughts Federation (IDF) – Section-64 FMJD, hereinafter International Draughts Federation, and Organizing Committee.

1.2. Direct leadership of the Championship is assigned to the panel of referees approved by International Draughts Federation.

2. Time and place.

Championship is held from from 2nd October (arrival day) to 11th  October (departure day), 2015 at the hotel «Azimut Hotel Saint-Petersburg» at: Russia, Saint-Petersburg, Lermontovsky 43/1.  Site www.otel-azimut.ru

3. Program of competitions

3.1. Championships are held separately for men and women.

3.2. Next competitions are held:

3.2.1. World Draughts-64 Championship. Blitz (Russian version).
3.2.2. World Draughts-64 Championship. Rapid (Brazilian version).
3.2.3. World Draughts-64 Championship. Classic game (Russian version).

4. Participants

4.1. Participants from national federations – members of International Draughts Federation (IDF) are allowed to participate in competitions.

4.2. International Draughts Federation (IDF)  has the right to invite some players from countries which are not members of the International Draughts Federation (IDF).

To participate in the Championships allowed:

Men

Classic game:

♦ Winners of World Championship 2013 – N. Struchkov, G. Kolesov, V. Egorov;
♦ Winners of World Cup 2014 – V. Skrabov and D. Tsinman;
♦ Participants who took 1-6 places in European Championship 2014 – I. Mikhalchenko, S. Belosheyev, O. Dashkov. V. Plaudin;
♦ Participants who took 1-3 places in Asian Championship 2014;
♦ Three participants from each country at the request of national federations;
♦ Two representatives of St. Petersburg as the host organization;
♦ Two participants – places of sponsors;
♦ Two participants by decision of the International Draughts Federation (IDF).

Blitz and rapid:
♦ Participants from each country at the request of national federations.

Women

Classic game:

♦ Winners of World Championship 2013 – Zh. Sarshaeva, S. Kirillina, Y. Makarenkova;
♦ Participants who took 1-6 places in European Championship 2014 – D. Fedorovich, S. Popova, N. Leopoldova, C. Zaruba;
♦ Participants who took 1-3 places in Asian Championship 2014;
♦ Three participants from each country at the request of national federations;
♦ Two participants from St. Petersburg as the host organization;
♦ Two participants – a places of sponsors;
♦ Two participants by decision of the International Draughts Federation (IDF).

Blitz and rapid:
♦ Participants from each country at the request of national federations;

5. Tournament regulations

5.1. System of all competitions is Swiss in 9 rounds.

5.2. Competitions are held by a system of micro-matches consist of two games:

♦ with a toss of the initial moves and positions on the debuts table approved by Section-64 and binding on both games of the micro-match for men;
♦ with a toss of the first move of white for women.

5.3.The draw for the first round is held with the ratings, each subsequent round – by a computer program.

5.4. Time control:

♦ Classic game: 45 minutes till the end of the game plus 15 seconds per move for each player. The break between games is five minutes. Game record is obligatory for all participants.

♦ Rapid: 07 minutes till the end of the game plus 5 seconds per move for each player.

♦ Blitz: 3 minutes till the end of the game plus 2 seconds per move for each player.

6. Determination of winners

6.1. Place in each competition are determined by the maximum amount of points scored by participants. For the victory is given – 2 points for a draw – one points, for loss – 0 points.

6.2. In case of a tie of two or more participants place the participants are determined by the following criteria:

The even number of participants:
♦ amount of points scored by all competitors (Buchholz coefficient)

♦ amount of points scored by opponents, excluding the lowest result (reduced Solkof coefficient), excluding the 2 lowest results, 3 lowest results, etc.

♦ match up to the first victory with a shorter time controls: a classic game – 5 minutes till the end of the game plus 3 seconds per move for each participant; in the blitz and rapid programs – 3 minutes till the end of the game plus 2 seconds per move for each participant.

The odd number of participants:
♦ amount of points scored by opponents, excluding the lowest result (reduced Solkof coefficient), excluding the 2 lowest results, 3 lowest results, etc.

♦ amount of points scored by all competitors (Buchholz coefficient)

♦ match up to the first victory with a shorter time controls: a classic game – 5 minutes till the end of the game plus 3 seconds per move for each participant; in the blitz and rapid programs – 3 minutes till the end of the game plus 2 seconds per move for each participant.

Special rules:

♦ only members of the game can fixed the drop of flag;
♦ king is designated staging of one men on the other men;
♦ Participants need to record moves before the end of the game in the competition for classic game;
♦ Draw:
– If one player proposes a draw and his opponent accepts the offer;
– If any of the opponents cannot win;
– If three (or more) times the same position is repeated, and each time the same player having to move;
– If a player has in the party three kings (and more) against a single enemy king and his 15th move (counting from the time of establishing the correlation of forces) cannot capture enemy king;
– If within 15 moves the players made ​​moves only kings without moving of  men and not making the capture;
– If the position in which the both opponents having kings have not changed the balance of pieces (i.e., there was no capture and man did not become a king) for:
– To 4-and 5-pieces endings – 30 moves;
– In 6, and 7-pieces endings – 60 moves.
– If a player having three kings, two kings and one man, one king and two men against one enemy king, located on the long diagonal, his 5th move will not be able to achieve a winning position.
– If a player having two kings, one king and man, one king against enemy king to their 5th move will not be able to achieve a winning position.
♦ the player may offer a draw if every opponent made more than 20 moves; in blitz and rapid players can agree to a draw only when the number of pieces for each player is 6 or less;
♦ Participants are required in the tournament hall to 5 minutes before the start of the round for the draw of moves;
♦ participants must leave the playing area after the match;
♦ Participant which came late to the game is booked, if participant was late by more than time control of the first game of micro-match, he is losing in the micro-match. If participant came late on the game again the sanctions up to expulsion from the tournament may be subject to him;
♦ participants, coaches and spectators are required to turn off mobile phones in the playing hall, in the case of  activation or a call of mobile phone participant is losing in the micro-match, and coaches and spectators are removed from the playing hall for one day;
♦ Spectators and coaches are required to observe silence in the playing hall. In case of violation of the item they are removed from the playing hall for one day;
♦ protests served in the panel of judges for half an hour after the end of the round, with a protest bail in the sum of 5,000 rubles. If the protest is upheld the deposit is returned.

8. Requirements for participants.

8.1. Participants are obliged to observe competition regulations.

8.2. A participant has admitted incorrect behavior, gets caution or a warning. Warning of chief judge or the chairman of the jury of appeal entails a fine ranging from 0 to 100% promised to participants prize money or other sanctions.

8.3. Participants must to comply with the dress code – to participate in competitions in the sports form, or in clothing, corresponding to the rank of the competition; and also to have clothes for formal events (suit and light shirt for men, trouser suit or dress for women).

8.4. Participants must be present at the opening and closing ceremonies of the competition in compliance with the dress code. In the absence of the closing ceremony, participants are deprived of the official awards.

9. Rewarding

9.1. Winners among men and women in World Championships in Blitz, Rapid and Classic game are given the title of «World Draughts-64 Champion 2015». They are awarded with cups, medals, official diplomas.

9.2. The participants who took second and third places among men and women in each Championship are awarded respectively with cups, medals, official diplomas.

9.3. All participants awarded diplomas in Championship for classic game. 

9.4. The prize fund of the championship will be at least 3 600 000 rubles (near 64 000 US dollars). Distribution of the prizes – on separate regulations.

10. Finance

10.1. Tournament fees

On the day of arrival at the competition each participant pays organizational entry fee:

♦ Classic game

120 euros for men, 80 euros for women. Players who took 2nd and 3rd place in the World Cup 2014 allowed without fee according to the Regulations of the World Cup.

♦ Rapid and Blitz

for men – for three representatives from each country, participants from St. Petersburg and participants admitted to sponsor places – 40 euros for their participation in each program; for other representatives from each country – 60 euros for their participating in each program;
for women – 40 euros for their participation in each program;

Participants who did not pay the entry fee on the day of registration will not be allowed to competition.

10.2. Admission costs

10.2.1. Reception of participants

The organizers cover accommodation and meals from 2nd October (lunch) to 11th October (breakfast) for following participants:

♦ World champions 2013 among men and women N. Struchkov and Zh. Sarshaeva;
♦ Winner of the World Cup 2014 V. Egorov – if a positive decision of the Board of the International Draughts Federation;
♦ One participant for men and for women from each national federation – member of International Draughts Federation (IDF).

The costs of their travel and visa, as well as the cost of the other participants are paid by sending organizations (visas, travel, meals, accommodation).

Participants who provide accommodation and meals by the organizers are required to participate in all three Championships: classic, blitz and rapid.

10.2.2. Accommodation and meals

All participants stay in the hotel «Azimut Hotel Saint-Petersburg» at: Lermontovsky 43/1, Saint-Petersburg, Russia. Site of the hotel www.otel-azimut.ru  Participants need to live in the direction of the organizers.

Check in at the hotel on is 2nd October from 14.00. Perhaps check in at 12.00 upon availability.

The cost of accommodation with breakfast “buffet” is:

Standard single room – 2800 rubles per room per night;
Standard double room – 3200 rubles per room per night (1600 rubles per person per night);

The cost of accommodation with full “buffet” is:

(special price for the participants of the tournament is 1100 rubles for lunch+dinner)

Standard single room – 3900 rubles per room per night;
Standard double room – 5400 rubles per room per night (2700 rubles per person);

11. Applications

Applications for participation in the Championship must be submitted to the office of International Draughts Federation (IDF) only from national Federations not later than 24th August on e-mail: [email protected], [email protected] 

Participants not included in the application of national federations will not be allowed to competitions.

In application for visa you need to specify arrival and departure dates, surname, name, date of birth, No of passport, date of expire, date of issue, status (player, coach, accompanying). For countries outside the Schengen agreement you need also send a scan of the passport.
