World Championship 2013 in draughts-64 among men and women  

Rules

The FMJD Section 64-IDF in accordance with the calendar of the Section-64-IDF competitions in 2013 holds in St. Petersburg (Russia) World Championship 2013 in draughts-64 among men and women.

Place and date

Competitions are held from 04 (arrival day) to 14 August (departure day), 2013 at the hotel «Azimut Hotel Saint-Petersburg» in conference room «Soviet», at: Russia, Saint-Petersburg, Lermontovsky 43/1, Site www.otel-azimut.ru

The competitions program

Championships are held separately for men and women in the Russian version of draughts-64.  The championships are held in three types of programs: the classic, blitz and rapid.

The competitors

To participate in the Championships allowed:

Men

Classic program:
♦ World Champion 2011 Dashkov Oleg;
♦ Winners of World Cup in 2012 Belosheev Sergey (Ukraine), Skrabov Vladimir and
Tsinman Dmitry (Russia);
♦ Participants who took 1-6 places in the European Championship in 2012;
♦ Participants who took 1-3 places in the Asian Championship in 2013;
♦ Three participants from each country at the request of national federations;
♦ Two representatives of St. Petersburg as the host organization;
♦ One participant – a place of sponsors;
♦ Two participants by decision of the Section-64-IDF.

Blitz and rapid program:
♦ Three participants from each country at the request of national federations with a minimum fee;
♦ Optional: international grand masters, international masters, masters FMJD, national master of sports – with a double fee.
♦ Two representatives of St. Petersburg as the host organization;
♦ One participant – a place of sponsors;
♦ Two participants by decision of the Section-64-IDF.

Women

Classic program:
♦ World Champion 2011 Fedorova Natalia (Russia);
♦ Participants who took 1-6 places in the European Championship in 2012;
♦ Participants who took 1-3 places in the Asian Championship in 2013;
♦ Three participants from each country at the request of national federations;
♦ Two participants from St. Petersburg as the host organization;
♦ One participant – a place of sponsors;
♦ Two participants by decision of the Section-64-IDF.

Blitz and rapid program:
♦ Three participants from each country at the request of national federations with a minimum fee;
♦ Optional: players with a rating not lower than 2150 – with double fee.
♦ Two participants from St. Petersburg as the host organization;
♦ One participant – a place of sponsors;
♦ Two participants by decision of the Section-64-IDF.

Regulations

The system of each competition is Swiss, 9 rounds.

The draw for the first round is held with the ratings, each subsequent round – by a computer program.

Competitions are held by the system of micro-matches consisting of two games with the draw according to the official tables of FMJD Section-64 for men and the draw of the first move of the white for women binding on both games of the micro-match.

Time control: blitz program – 3 minutes before the end of the game, plus 3 seconds per move, the rapid program – 10 minutes before the end of the game plus 5 seconds per move and the classic program – 45 minutes before the end of the game plus 15 seconds per move.

Special rules:

♦ only members of the game can fixed the drop of flag;
♦ king is designated staging of one men on the other men;
♦ Participants need to record moves before the end of the game in the classic program;
♦ Draw:
– If one player proposes a draw and his opponent accepts the offer;
– If any of the opponents cannot win;
– If three (or more) times the same position is repeated, and each time the same player having to move;
– If a player has in the party three kings (and more) against a single enemy king and his 15th move (counting from the time of establishing the correlation of forces) cannot capture enemy king;
– If within 15 moves the players made ​​moves only kings without moving of  men and not making the capture;
– If the position in which the both opponents having kings have not changed the balance of pieces (i.e., there was no capture and man did not become a king) for:
– To 4-and 5-pieces endings – 30 moves;
– In 6, and 7-pieces endings – 60 moves.
– If a player having in the party three kings, two kings and one man, one king and two men against one enemy king, located on the long diagonal, his 5th move will not be able to achieve a winning position.
– If a player having in the party two kings, one king and man, one king against enemy king to their 5th move will not be able to achieve a winning position.
♦ the player may offer a draw if every opponent made more than 20 moves; in blitz and rapid programs players can agree to a draw only when the number of pieces for each player is 6 or less;
♦ Participants are required in the tournament hall to 5 minutes before the start of the round for the draw of moves;
♦ participants must leave the playing area after the match;
♦ Participant which came late to the game is booked, if participant was late by more than time control of the first party of micro-match, he is losing in the micro-match. If participant came late on the game again the sanctions up to expulsion from the tournament may be subject to him;
♦ participants, coaches and spectators are required to turn off mobile phones in the playing hall, in the case of  a call of mobile phone participant is losing in the micro-match,
and coaches and spectators are removed from the playing hall for one day;
♦ Spectators and coaches are required to observe silence in the playing hall. In case of violation of the item they are removed from the playing hall for one day;
♦ protests served in the panel of judges for half an hour after the end of the round, with a protest bail in the sum of 3,000 rubles. If the protest is upheld the deposit is returned;
♦ Participants are required to comply with the dress code – to compete in the clothing, the appropriate rank of the competition, and have clothes for formal occasions;
♦ Participants are required to attend the closing ceremony of a breach of the item they are deprived of official awards.

Determination of winners

Place in each competition are determined by the maximum amount of points scored by participants. For the victory is given – 2 points for a draw – one points, for loss – 0 points.

In case of a tie of two or more participants place the participants are determined by the following criteria:
♦ amount of points scored by opponents, excluding the lowest result (reduced Solkof coefficient)
♦ amount of points scored by all competitors (Buchholz coefficient)
♦ amount of points scored by opponents, excluding the 2 lowest results, 3 lowest results, etc.
♦ match up to the first victory with a shorter time controls: a classic program – 5 minutes plus 3 seconds per move for each participant;
in the blitz and rapid programs – 3 minutes plus 3 seconds per move for each participant.

Rewarding

Men and Women Championship winners in each program are given the title of «World Champion in Draughts-64 in 2013». They are awarded with cups, medals and official diplomas.

The participants who took second and third places among men and women in each program will be awarded respectively with cups, medals and official diplomas.

All participants awarded diplomas in the classic program.

The prize fund of the championship will be at least 2 000 000 RUB (50 000 EUR). All participants will be awarded in the classic program. Participants who do not receive a fixed prizes for places will get money for points scored – 50 Euro for a victory in the micro-match (25 Euros for a draw in the micro-match).

Tournament fees

Each participant pays organizational entry fee immediately upon arrival at the event in the amount of:

Classic program:

€ 100 for men and € 60 for women. Players who took 2nd and 3rd place in the World Cup 2012 allowed without payment under the terms of the World Cup 2012.

Blitz and rapid program:

For three representatives from each country for men and women, St. Petersburg participants and participants admitted to sponsor places – 20 euros for their participation in each program; for the rest of the representatives from each country – 40 euros per participating in each program.

Participants who did not pay the entry fee on the day of registration will not be allowed to competition.

Finance

Admission costs

The organizers will cover the expenses for the accommodation and meals for following participants:

World Champions in 2011 in men and women O. Dashkov and N. Fedorova (Russia).
Winner of the World Cup in 2012 S. Belosheev (Ukraine).
One participant for men and women from each country.

The costs of their travel and visa, as well as the cost of the other participants are paid by sending organizations (visas, travel, meals, accommodation).

Participants who provide accommodation and meals by the organizers are required to participate in all three programs: the classic, blitz and rapid. 

Accommodation and meals

All participants stay in the hotel «Azimut Hotel Saint-Petersburg» at:
Russia, Saint-Petersburg, Lermontovsky 43/1, Site www.otel-azimut.ru

Participants need to live in the direction of the organizers.

The cost of accomodation in a double room with breakfast (buffet)  is 1500 rubles per night per person.
The cost of accomodation in a double room with full board (buffet)  is 2500 rubles per night per person.
